On reading through the application, I find it doesn't say anything about being a MN resident. It does say "MN DRIVER’S LICENSE OR STATE ID NUMBER:" in one box so I suppose that is implied.

Easy, but not necessarily accurate. Local LEOs are known for inventing extralegal requirements.

Especially if you are under 21 and want to purchase a semi-automatic military style long arm.

Yes, a few years ago my son applied for one when he turned 18. The police chief called back and said he didn't think my son was old enough to own one. We had to meet with the mayor with all the state regs in hand to convince him otherwise.
