One reason not to copy them was geopolitical. During the Cold War, there were three blocs--the Communist, the "West" and the non-aligned. The Communist bloc dictated that armed forces would use the 7.62x39 cartridge and some variant of AK47. The West chose the 7.62x54 (.308) and, later. the 5.54 that we all know.

we use the 7.62x51mm (.308 Win) and prior to that the 7.62x63mm (30-06)
The Ar is 5.56x45mm Mil Designator the M855 (Ammunition now issued)

Another .22 - but with a good bullet that was well designed.
It is viscious - but still another .22 and not as plentiful as the .30 Cal round.

Has anyone outside of Russia actually adopted it? My guess would be "no", and I wouldn't be surprised if the old 7.62x39 guns didn't outnumber the new ones by 10:1 in Russian arsenals.

East Germany, Poland, and Bulgaria ... among others .. switched to the AK-74 using the 5.45

7.62x39 works just fine up close, which is more than I will say about the poodle shooter we currently deploy with our troops.
