My guess (based on little knowledge and much speculation) is that the wheel represents the Buddhist Wheel of Life. Not sure.

I want to express to them my outrage at them excluding Festivus. I didn't notice an aluminum pole on the card.

I think it to be a Hindu symbol. Not sure, however.

(says the other Gov't. worker...) :)
